In an external environment recognition apparatus (1) for a mobile body, video image data reflecting the external environment of the mobile body is generated by an image processing unit (10), and, by using this video image data, target data indicating a target around the mobile body is generated. When a predetermined event has occurred, a control unit (30) records the generated target data in a recording device (35), and the image processing unit (10) records, in a recording device (15), the video image data corresponding to the target data recorded in the recording device (35). A time information generation unit (40) assigns the same time information to the target data and the video image data that have been recorded.
