Disclosed are a fiber disc filter device capable of increasing the efficiency of a filtration filter and a liquid filter system having same. This fiber disc filter device includes a device housing part, a central filter part, and an outer filter part. The device housing part has a filter receiving space, and a first inlet and a second inlet which are connected to the filter receiving space. The central filter part includes a central porous tube which is disposed in the filter receiving space and is elongated along the direction of the central axis of a filter. The outer filter part includes a plurality of outer fiber discs which are disposed to surround the central porous tube in the filter receiving space and are stacked in the direction of the central axis of the filter. When liquid is introduced into the filter receiving space through the first inlet, the liquid passes through in the order of the outer fiber discs and the central porous tube so as to be discharged through the second inlet, and when the liquid is introduced into the filter receiving space through the second inlet, the liquid passes through in the order of the central porous tube and the outer fiber discs so as to be discharged through the first inlet. In this way, as filtration is performed by means of the outer fiber discs, filtration efficiency can be improved.
