Disclosed are a film prepared from a waste thermoplastic elastomer and recycled polyester, and a laminate thereof. The composition for forming the film comprises: 0.5%-90% of a waste thermoplastic elastomer, 0.5%-90% recycled polyester having an intrinsic viscosity of between 0.5-2, 0.01%-3% of a viscosity modifier, 0.01%-10% of a slipping agent for preventing adhesion when the prepared film is rolled, and 0%-98% of a fresh thermoplastic elastomer. The recycled polyester is a recycled polyester bottle, a polyester fishing net, a polyester packaging material, an electronic product polyester injection molded part, a polyester building product, polyester home textiles, and the like. The thermoplastic elastomer is a terylene elastomer, a nylon elastomer, a biologically derived nylon elastomer, and/or a biologically derived terylene elastomer. The prepared film has good moisture permeability, washing performance, tensile strength, and desired hand feel softness.
