The present invention relates to the technical field of cofferdam construction. Disclosed is a fixed inner support ring beam of a locking steel pipe pile cofferdam, comprising a steel pipe pile cofferdam arranged on an artificial island. The steel pipe pile cofferdam comprises a plurality of locking steel pipes and a plurality of fixed inner support ring beams. Each two of the plurality of locking steel pipes are fitted to each other on the artificial island to form a frame body. The fixed inner support ring beams are arranged in the frame body. The cofferdam can solve the problems that the cofferdam structure is not strong in structure and poor in waterproof performance, and can also adapt to the bedrock condition that bedrock surfaces suddenly change or the height difference of the change in adjacent bedrock surfaces is large. The bottom of the cofferdam is constructed to be an irregular shape, so that the construction progress is further accelerated, and the construction cost is reduced.
