A flexible rotary drilling guide device. The device comprises a drilling guide joint (100), a flexible driving drill string (200), a flexible guide driving system and a hydraulic power joint (150), wherein the drilling guide joint comprises a guide joint body (121) and a drill bit (110); the drill bit is arranged at a lower portion of the guide joint body, and a through structure is arranged inside the guide joint body; the flexible driving drill string at least comprises a torque transmission joint series and is used for providing drilling power for the drilling guide joint; the flexible guide driving system comprises a hydraulic driving mechanism (130), a bridging hydraulic circuit (114), a hydraulic source (160) and a hydraulic source driving control module (230); the hydraulic power joint is connected between the drilling guide joint and the flexible driving drill string, or the hydraulic power joint is connected in series in the flexible driving drill string, or the hydraulic power joint is connected to an upper end of the flexible driving drill string; and the hydraulic power joint is used for accommodating a hydraulic source which is connected to the hydraulic driving mechanism by means of the bridging hydraulic circuit.
