Abstract:
In the present invention, when there is a connection between a radio base station at which interference from a radio communication device of a flight vehicle is occurring, and a radio communication device of another flight vehicle, an adverse effect occurring in the communication of the radio communication device of the other flight vehicle is suppressed. A distance identification unit (51) identifies, for each airspace, a distance between a first flight vehicle and a second flight vehicle that has a radio communication device, the second flight vehicle being in range of a cell formed by a radio base station at which interference from a radio communication device of said first flight vehicle is occurring. For each airspace, an instruction unit (52) instructs the first flight vehicle and the second flight vehicle to fly apart at the distance identified for said airspace by the distance identification unit (51).
