The invention addresses the problem of configuring a gate so that overflow into living spaces or underground spaces does not occur at the beginning of influx and so that, when the water level decreases, the gate swings down without difficulty but also without swinging down suddenly. The invention is a floating flap gate (11) that is disposed at an opening or entrance/exit and is configured so that when there is an influx of water, the leading edge of a door (12) is capable of swinging upwards with the base edge as a fulcrum in a plane in the height direction of the direction of the inflowing water (w) to close off the opening or entrance/exit. A rod (13) is installed on the leading edge of the door (12). One end of a wire rope (14) is attached to the rod (13) and the other end to a counterweight (20) via fixed pulleys (16, 17). The fixed pulley (16) is disposed so that the counterweight (20) is at the lowest point when the angle of inclination (θ) of the door (12) to the horizontal plane during upswing or downswing is 10° - 80°.
