The present invention provides a flow rate control valve with which it is possible to ensure positional accuracy of the closing position of a valve and ensure flow rate stability during low flow rate control when the valve is closed without having to close an intake port. The present invention is provided with: a valve (102) that is provided so as to engage with one end of a rotating shaft (106), opens and closes a first opening (110) by means of an outer periphery by moving along the axial direction of said shaft on the basis of the rotation thereof, and has an end that can be made to come into contact with and move away from a second opening (118); and a biasing member (122) that biases the valve (102) toward the other end of the rotating shaft (106). Since a contact portion (115), which makes contact with the second opening (118) when the first opening (110) is fully closed, and a channel portion (117), through which a fluid flows, are provided at one end of the valve (102), the positional accuracy of the closing position of the valve (102) is ensured and the fluid flows through the channel portion (117). Thus, flow rate stability can be ensured during low flow rate control when the valve is closed without having to close the second opening (118), which constitutes the intake port.
