Abstract:
According to the present invention, an assignment unit 53 assigns a flying object 10 having a wireless communication device 30 to each of airspaces. At this point, the assignment unit 53 limits the assignment of the flying object 10 to a specific airspace (for example, an airspace in which a path loss of a physical downlink channel to the wireless communication device 20 is at most a threshold value) in which parameters specified by a specifying unit 52 are within a predetermined range.
