In the present invention, a fresh water production unit processes water using renewable-energy-based first electrical power and second electrical power that can be supplied more stably than the first electrical power. A water usage database stores data relating to the quantity of usable water produced by the fresh water production unit that is used by a user. An environmental database stores data relating to environmental factors that affect the quantity of the first electrical power. A control unit predicts the quantity of water to be processed by the fresh water production unit using the first electrical power on the basis of the environmental database. The control unit predicts the quantity of water to be used by the user on the basis of the water usage database. The control unit determines the quantity of water to be processed by the fresh water production unit using the second electrical power on the basis of the predicted quantity of water to be processed and the predicted quantity of water to be used. According to one embodiment of the present disclosure, fresh water can be efficiently and stably supplied while taking into consideration sustainability based on renewable energy.
