A fusion device (10) and an implantation instrument, belonging to the technical field of medical instruments. The fusion device (10) is configured to be arranged, in a first direction, between two joints (21) in an area where reduction is needed, and comprises a conical head (11) and two conical columns (12) which are separately connected to the conical head (11) and arranged in parallel opposite one another. The conical columns (12) are in the shape of an isosceles trapezoid in the first direction, with an included angle of 0° to 20° between the waist of the isosceles trapezoid and the axis of the isosceles trapezoid, and the height of the fusion device (10) in the first direction is in the range of 4 cm to 12 cm. By means of cooperative use of a series of different heights and included angles, the fusion device can perform reduction in the horizontal direction and in the vertical direction, can perform reduction for atlantoaxial dislocation and also achieve the reduction of a clivo-axial angle, and has a good quantitative reduction effect combined with preoperative imaging data.
