Provided are a glass melting furnace, a glass melting method, a glass product manufacturing device, and a glass product manufacturing method, wherein in a glass melting furnace for manufacturing molten glass by melting glass starting material particles and a method therefor, good-quality molten glass can be manufactured. Glass starting material particles are dropped from an oxygen burner (24), and melted by heating the glass starting material particles by the flame (F) of the oxygen burner (2) and thermal plasma (P). Liquid glass particles (30) obtained by the melting fall toward the bottom of a melting tank (12), and adhere onto the melt surface of glass melt (G) in the melting tank (12). A melt upper layer (G1) of the glass melt (G) is heated by electrodes (40, 40) of a heating unit (38) provided in the melting tank (12). Consequently, the liquid glass particles (30) adhering onto the melt surface of the glass melt (G), and air and dissolved gas generated from the glass melt (G) emerge in the form of bubbles and are smoothly released.
