Provided are a graphene nano steam generation device and a cosmetic instrument. The steam generation device comprises a coarse steam channel (1) and a nano steam channel (8), wherein the coarse steam channel (1) is respectively connected to a coarse steam manufacturing device and the nano steam channel (8); a steam screening and filtering device (10) is arranged inside the coarse steam channel (1), and a first electrode (6) and a second electrode (9) are arranged inside a tail end of the coarse steam channel (1). The steam generation device further comprises a high-voltage power supply device (12) connected to the first electrode (6) and the second electrode (9), wherein the high-voltage power supply device (12) loads a high-voltage power onto the first electrode (6) and the second electrode (9), and creates high-voltage arc discharge between the two electrodes (6, 9), coarse steam molecular groups through which the high-voltage arc passes are broken by the high-voltage arc to generate a large amount of active steam of nano particle size, and the active steam flows out of the nano steam channel (8).
