Provided in the present invention are a grinding roller for recycling waste tires and a multi-functional crusher comprising same. The grinding roller comprises a roller shaft and a grinding assembly; the grinding assembly comprises a grinding rack and grinding blocks placed in grooves of the grinding rack; each grinding block comprises a grinding surface, and the height of the grinding surface is higher than the top surface of the corresponding groove; and when it is required to grind into blocks, the grinding roller further comprises axially spaced rings. The crusher comprises the grinding roller and a box body; the box body is provided with a feeding port and a discharging port; a cover plate is provided at the top; and when it is required to grind into powder, the crusher further comprises axial stoppers. The present invention can be applied to satisfy the particle size requirements of different types of waste tires and crushing products, and the operation is convenient, such that not only the efficiency of crushing the waste tires be improved and the cost of manufacturing the crusher be reduced, but also the application range is wide and the universality is strong.
