Abstract:
A guidance information generation device (2000) according to the present invention calculates, on the basis of characteristics of persons (30) within each of a plurality of areas (10), a risk indicator value that represents the degree of risk of the area (10). The guidance information generation device (2000) determines, for each of the areas (10), whether or not the area (10) is in a dangerous state on the basis of the risk indicator value that has been calculated for the area (10). The guidance information generation device (2000) generates guidance information (40) that contributes to reduction in the number of persons within an area (10) which has been determined to be in a dangerous state.
