Provided are a water ion generation device (14) and a hair dryer (1100). The water ion generation device comprises: a holder (141), the holder (141) having a first mounting portion (1411) and a second mounting portion (1411) connected to the first mounting portion (1411); a first electrode (142) mounted on the first mounting portion (1411); a second electrode (143) mounted on the second mounting portion and forming a discharge area with the first electrode (142); and a condensation assembly arranged in the discharge area and arranged on the outer side of the first electrode (142). The condensation assembly is used for condensing water vapor in the air into condensate water on the surface of the condensation assembly, and the discharge area is used for decomposing the condensate water by means of ionization. In the condensation assembly, by means of providing the first electrode (142) and the second electrode (143), which form the discharge area, and providing the condensation assembly in the discharge area, water vapor in air is condensed into condensate water, and the condensate water is decomposed by means of ionization under the action of the discharge area to generate a large number of water ions, this being convenient and rapid.
