Provided in the present application is a heat dissipation device, comprising an evaporator and a condenser. The evaporator comprises a casing and a partition plate; the casing is provided with a sealed inner chamber; the partition plate partitions the inner chamber into a first sub-chamber and a second sub-chamber; first pipes are communicated with the first sub-chamber; second pipes are communicated with the second sub-chamber; heating elements are further fixed in the first sub-chamber. The partition plate is provided with flow guide holes via which the first sub-chamber and the second sub-chamber are communicated, the flow guide holes being arranged towards the heating elements. A cooling working fluid in the condenser is transferred to the second sub-chamber by means of the second pipes; the cooling working fluid flows into the first sub-chamber by means of the flow guide holes and, after dissipating heat from the heating elements, flows back to the condenser by means of the first pipes so as to be cooled. By defining the flow path of the cooling working liquid, the heat dissipation device of the present application ensures sufficient contact between the cooling working fluid and the heating elements, thereby improving the heat dissipation effect of the heat dissipation device. Further provided in the present application are a plurality of heat dissipation devices, and a power converter comprising said heat dissipation devices.
