Provided are: a heat exchanger wherein deterioration of corrosion resistance of a side board is suppressed; and a method for manufacturing the heat exchanger. A heat exchanger (10) is provided with: a board-like fin (1); a first heat transfer pipe (2B1), which includes a first end section (2D1), and which is inserted into the fin; a second heat transfer pipe (2B2), which includes a second end section (2D2), and which is inserted into the fin, said second heat transfer pipe being parallel to the first heat transfer pipe; a side board (SB), which is provided to the first end section and the second end section, and which has a corrosion resistant layer formed thereon; and a bent pipe (2C), one end of which is bonded to the first end section, and the other end of which is bonded to the second end section. The side board includes a first side board (3), and a second side board (4) fixed to the first side board, and in the side board, a first open section (Op), which is provided between the first side board and the second side board, and into which the first end section is inserted, and a second open section (Op), which is provided between the first side board and the second side board, and into which the second end section is inserted, are formed.
