Provided is a holding seal material which can sufficiently has the surface pressure characteristics required of a holding seal material and which has a low amount of fiber scattering. This holding seal material comprises inorganic fibers, and is characterized in that these inorganic fibers are covered with a coating comprising a component derived from a cationic organic binder and a cationic inorganic binder.
