The purpose of one aspect of the present invention is to provide a hot rolled steel sheet having excellent strength and elongation by using manganese segregation, and a manufacturing method. One embodiment of the present invention provides: a hot rolled steel sheet having excellent strength and elongation, comprising, by wt%, C in an amount greater than or equal to 0.05% and less than 0.4%, 10-15% of Mn, 2% or less of Al, 0.1-2% of Si, 0.5% or less of Mo (excluding 0), 0.5% or less of V (excluding 0), 0.01% or less of P, 0.01% or less of S and the balance of Fe and other inevitable impurities, and having a microstructure comprising, by area%, 50-75% of tempered martensite, 20% or less of secondary martensite (excluding 0), 2% or less of ε-martensite (excluding 0) and 8-30% of retained austenite; and a manufacturing method therefor. According to one aspect of the present invention, provided are a hot rolled steel sheet having a tensile strength of 1,500 MPa or more, a yield strength of 900 MPa or more and an elongation of 20% or more, and a manufacturing method therefor.
