An identification system according to the present disclosure comprises: an optical fiber (30) laid along an embankment (20) of a river (10); a communication unit (41) for receiving, from the optical fiber (30), an optical signal including a pattern corresponding to the state of the embankment (20); and an identification unit (51) for identifying the water level of the river (10) on the basis of the pattern corresponding to the state of the embankment (20).
