Abstract:
The present invention suppresses a code amount of a quantization matrix more than before and improves encoding efficiency of image data. To this end, an image encoding device according to the present invention divides an image into a plurality of blocks, quantizes a prediction error in divided block units, and performs encoding. The image encoding device is provided with a quantization unit that quantizes the prediction error of the block using a quantization matrix; and an encoding unit that encodes the quantization matrix. Here, the encoding unit has a first mode in which information indicating that a quantization matrix to be encoded is identical to an encoded quantization matrix is encoded, and each element of the quantization matrix to be encoded is not encoded; a second mode in which information indicating that a difference in elements of a quantization matrix to be encoded and an encoded quantization matrix is encoded is encoded, and a difference in elements of the quantization matrix to be encoded and the encoded quantization matrix is encoded; and a third mode in which information indicating that a difference between elements in a quantization matrix to be encoded is encoded is encoded, and the difference between elements in the quantization matrix to be encoded is encoded.
