In the present invention, when a blank portion (53) is detected from a recording paper image (50), a control unit (10) executes a first process for conveying used recording paper (P) to an image formation unit (12) by using a conveying unit (17), and forming a synthesized image (60) in the blank portion of the used recording paper (P) by using the image formation unit (12), etc. When no blank portion (53) is detected from the recording paper image (50), the control unit (10) executes a second process for conveying unused recording paper (P) to the image formation unit (12) by using the conveying unit (17), and forming a manuscript image (40) on the unused recording paper (P) by using the image formation unit (12), etc..
