Provided is an image forming device capable of transferring a transfer layer onto a toner image formed on a sheet in advance without forming the toner image on the sheet. An image forming device (1) is capable of transferring a transfer layer onto a toner image on a sheet (S) in a state where the sheet (S) is stacked on a multilayer film (F) including the transfer layer and a support layer supporting the transfer layer, the image forming device (1) being provided with: a process unit (30) that transfers a toner image onto the sheet (S); a heating unit (80) that fixes the toner image transferred onto the sheet (S) and transfers the transfer layer onto the toner image on the sheet (S); and a control unit (2). The control unit (2) is capable of performing a first printing mode in which transfer of a toner image in the process unit (30), fixation of the toner image in the heating unit (80), and transfer of the transfer layer in the heating unit (80) are performed and a second printing mode in which transfer of a toner image in the process unit (30) and fixation of the toner image in the heating unit (80) are not performed but transfer of the transfer layer in the heating unit (80) is performed.
