Provided is an image data processing unit (3), in which image data (Di1) is divided into a plurality of blocks. First encoded image data (Da1), which is prepared by quantizing the pixel data in each block on the basis of a representative value in the block, and second encoded image data (Da0), which is prepared by delaying the first encoded image data (Da1) for a period corresponding to one frame, are compared to create a control signal (Dw1) expressing a change in the pixel data, on the basis of the comparison result. On the basis of the control signal (Dw1), either the image data (Di1) of the current frame or a second encoded image data (Db0) encoded from the second encoded image data (Da0) is selected for each pixel to create one-frame preceding image data (Dd0). On the basis of the image data (Di1) of the current frame and the one-frame preceding image data (Dd0), image data (Dj1) having a predetermined transmission factor designated for the one-frame period by the image data (Di1) is outputted.
