This in-vehicle device transmits, in an in-vehicle network, messages with identification information attached thereto. The messages include periodic messages and event messages. The in-vehicle device comprises a creation unit that creates the periodic messages and the event messages, and a transmission control unit that transmits the periodic messages and the event messages created by the creation unit. When transmitting the event messages, the transmission control unit transmits, from among the messages with attached identification information having the same values as an event message to be transmitted, an event message with attached identification information having the same value after a wait time has elapsed since the transmission timing of messages transmitted the previous time. The wait time is longer than half a transmission period for the periodic messages and shorter than the transmission period.
