An incinerator for waste treatment and a waste treatment system. The incinerator comprises a furnace (17). One side of the furnace (17) is provided with a blower (20) for supplying air into a grate (19). A primary combustion chamber and a secondary combustion chamber are sequentially provided above the grate (19). A first secondary fan (21) and a second secondary fan (22) are provided outside the furnace (17) to respectively supply air to the primary combustion chamber and the secondary combustion chamber. When a temperature in the primary combustion chamber reaches a set value, a draw pump (13) draws a landfill leachate from a leachate filtering pool and sprays the same to the primary combustion chamber to undergo gasification treatment, thereby achieving zero landfill leachate discharge. After waste has been burnt in the primary combustion chamber, a flue gas enters the secondary combustion chamber to undergo high-temperature combustion again, such that hazardous substances in the flue gas can be fully pyrolyzed. Afterwards, the resulting flue gas is treated by means of a flue gas treatment portion, thereby greatly reducing generation of dioxin.
