An information transmitting/receiving system for giving diverse points to a user member according to the action of the member such as reception of an e-mail from a mail distributing terminal or reply to the received e-mail and transmitting information such as advertisement by an e-mail, comprising a member registration information database (4) where member registration information about a user member is stored, transmission information input means for inputting information transmitted to a member by e-mail, a program for selecting a user member from among the user members to whom an e-mail is sent with reference to the member registration information database (4) and transmitting an e-mail to the selected member, and a mail distribution terminal (6) for transmitting the e-mail to the selected user member, wherein a point or points are given to the user member according to the action of the member such as reception of the e-mail from the mail distribution terminal (6) or reply to the received e-mail, and the point information on each member is stored in the member registration information database (4).
