The present invention allows a user to conveniently have various medical consultations with a relevant doctor, without visiting a medical institution. A doctor information DB 61 in which doctor attribute information is stored and a counseling result DB 62 in which log information of past medical consultation by the doctor is stored are being correspondingly managed. A doctor list presenting unit 51 presents attribute information about each of a plurality of doctors to a prescribed user terminal 2, and presents medical consultation log information about a candidate doctor for medical consultation who is selected by the user from among the plurality of doctors. A counseling supporting unit 53 performs a control supporting a user to have medical consultation with a doctor who is in charge of medical consultation and selected by the user from among one or more candidate doctors. A counseling result recording control unit 54 generates medical consultation content by the doctor in charge as the medical consultation log information of the doctor in charge, and stores said medical consultation log information in the counseling result DB 62.
