The output control unit (10) outputs question information relating to whether a co-occupant is present in a moving body. The input unit (20) receives input of response information relating to a response by an occupant to the question information. The determination unit (30) determines, using the response information, whether a co-occupant is present in the moving body. The mode setting unit (40) determines, using the result of the determination by the determination unit (30), whether to apply a first mode for operating as a voice recognition device upon detecting a first keyword, or a second mode for operating as a voice recognition device even when no first keyword is detected.
