Abstract:
A related information acquisition unit (101) acquires related information related to a facility to be inspected. The related information acquisition unit (101) acquires, as the related information, shape information indicating the shape of the facility. A required skill determination unit (103) determines skill required for manipulation of a drone (20) when the drone (20) is flown around the facility to acquire inspection data of the facility. The required skill determination unit (103) determines the required skill in the facility on the basis of the acquired related information of the facility. The required skill determination unit (103) determines the required skill to be higher as a flight route along the shape of the facility indicated by the acquired related information is more complicated. An operation plan generation unit (104) generates an operation plan for flying the drone (20) around facilities to which the level of the determined skill is common.
