Provided are information sending and receiving methods, a terminal and a network device. The information sending method comprises: receiving request information from a network device; sending pre-measurement information to the network device; the request information being used to request the terminal to feed back a pre-measurement result; the reception of the request information and the sending of the pre-measurement information being performed in an RRC connection recovery procedure.
