A central control device (2) includes a manufacturing number collection unit (201) for acquiring a manufacturing number from a managed instrument, a feature value extraction unit (203) and a feature value collection unit (204) for acquiring a feature value of the managed instrument, a manufacturing number identification unit (205) for identifying the manufacturing number of the managed instrument on the basis of the feature value of the managed instrument if the manufacturing number is not acquired, and a manufacturing number storage instruction unit (206) for instructing the managed instrument to store the identified manufacturing number.
