Provided are: an insulated electrical wire that has high waterproofing performance due to the spatial distribution of a waterproofing agent in a waterproof section; a wire harness provided with the insulated electrical wire; and a method for manufacturing the insulated electrical wire. An insulated electrical wire 1 includes a conductor 2 formed by twisting together a plurality of strands 2a made from a metal material and an insulating cover 3 that covers the outer periphery of the conductor 2. The insulated electrical wire 1 includes an exposed section 10 where the insulating cover 3 has been removed from the outer periphery of the conductor 2, and a covered section 20 where the insulating cover 3 covers the outer periphery of the conductor 2, the exposed section 10 and the covered section 20 being adjacent in the longitudinal direction. The insulated electrical wire 1 further includes a waterproof section 4 where space between the strands 2a in the exposed section 10 is filled with a waterproofing agent 5. In a region bounded by the surface of the waterproofing agent 5, the surface of each of the strands 2a is in contact with the waterproofing agent 5 or another of the strands 2a.
