The present invention relates to an integrated vehicle management system and operational method, the integrated vehicle management system comprising: a data collection unit for collecting diagnostic data sensed by the on-board diagnostic device of a vehicle; an identification unit for identifying the vehicle on the basis of the collected diagnostic data; and an analysis unit for assessing the value of the vehicle by considering the diagnostic data for the identified vehicle.
