A liftable rotary mop structure, comprising at least one friction piece (4) arranged on the circumferential direction of a rotary shaft (2), the friction force between the friction piece (4) and the rotary shaft (2) being denoted as a first friction force, the first friction force being used for limiting the rotation of the rotary shaft (2) so that a rotary piece (1) rotates with respect to the rotary shaft (2) so as to lift the rotary shaft (2). At a lifting upper limit position, the rotary piece (1) drives the rotary shaft (2) so as to rotate together, and at a lifting lower limit position, the rotary piece (1) drives the rotary shaft (2) so as to rotate together. The liftable rotary mop structure can solve first and second technical difficulties, and help to solve a third technical difficulty. In addition, the structure is relatively simple, and the liftable rotary mop structure is thus suitable for a cleaning machine. Also provided is a cleaning machine, comprising the liftable rotary mop structure.
