A light adjustment device and a stage lamp having the light adjustment device. The light adjustment device comprises an effect disc (100) and a moving mechanism (200); the effect disc (100) is provided with an effect area (110) around the center; the moving mechanism (200) drives the effect disc (100) to move between a first stay position, a second stay position, a third stay position, and a fourth stay position; when the effect disc (100) is at the first stay position, the effect area (110) of the effect disc (100) is outside a light beam; when the effect disc (100) is at the second stay position, the distance between the center of the effect disc (100) and the center of the light beam is less than or equal to a half of the radius of the light beam; and when the effect disc (100) is at the third stay position and the fourth stay position, the center of the effect disc (100) is outside the light beam, and the effect area (110) at least partially blocks the light beam. By moving the effect disc (100), a light beam is blocked at different positions of the effect disc (100), such as one or more of shading, toning, and light splitting, so as to present a corresponding light effect; thus, the effect disc (100) is fully utilized, and multiple light effects are presented.
