The present invention has: a substrate (11) having, on a surface thereof, a moth-eye nanostructure (11M) in which cone-shaped projections are periodically formed; a first semiconductor layer (21) formed on the moth-eye nanostructure (11M) and having a photonic crystal layer (21P); an active layer (23) formed on the first semiconductor layer (21) and having a light-emitting layer (23A); and a second semiconductor layer (25) formed on the active layer (23).
