A light emitting element having a disinfection function and a lamp. The light emitting element having a disinfection function comprises: a housing (10), the housing (10) having a disinfection cavity (12) and an air inlet (13) and an air outlet (14) that are communicated with the disinfection cavity (12); a light emitting assembly (20), the light emitting assembly (20) being provided around the outer peripheral side of the disinfection cavity (12); a plasma generator (30), the plasma generator (30) being at least partially accommodated in the disinfection cavity (12) and generating positive ions and negative ions, at least some of the positive ions and negative ions being combined in the disinfection cavity (12) to sterilize and disinfect air flowing into the disinfection cavity (12) through the air inlet (13), and at least other positive ions and negative ions flowing into external environment through the air outlet (14) for combination to sterilize and disinfect the air in the external environment. The problem in the prior art that the lamp has a single function is solved.
