This light-emitting element (1) comprises comb-teeth electrodes (13, 14) on a surface of a substrate (10) composed of a liquid crystal that includes a rare-earth element that serves as a light-emission center. The comb-teeth electrodes (13, 14) are formed on zinc oxide thin films (11, 12) that are formed on the substrate (10).
