A management device according to the present invention comprises: a reception unit for receiving, from at least one communication terminal provided with a first wireless communication method, an audio signal and position information by means of the first wireless communication method; a determination unit for determining whether or not a signal indicating an emergency has been received from the at least one communication terminal on the basis of the audio signal of the communication terminal received by the reception unit; a decision unit that, if it is determined by the determination unit that an emergency has occurred, decides the range of influence of the emergency on the basis of a positional relationship with the at least one communication terminal; an identification unit for identifying, from the range of influence of the emergency decided by the decision unit, a transmission destination communication terminal that serves as a destination to which a control signal including an emergency signal according to the emergency is transmitted; and a transmission unit for transmitting, by means of the first wireless communication method, the control signal to the transmission destination communication terminal identified by the identification unit.
