A marine transport device, comprising a box structure (1), the box structure (1) being provided with a first refrigeration device (8) for maintaining a low-temperature state of a cold head (4) of a low-temperature cooling device (3), a second refrigeration device (2) for the outer circumference refrigeration of the first refrigeration device (8), and a power shunt device (13) for connecting to an external power supply and for supplying power to the first refrigeration device (8) and the second refrigeration device (2). A marine transport system of a marine transport device, a second refrigeration device (2) being additionally provided on a box structure (1) of the marine transport device, and being able to refrigerate a first refrigeration device (8) by means of over-air cooling, water cooling, air compression, etc., so as to maintain the first refrigeration device (8) in a normal operating state, thereby keeping a low-temperature state of a refrigerant inside a low-temperature cooling device (3), avoiding the volatility of the refrigerant, reducing the high cost of adding the refrigerant to the client.
