Provided are a measurement configuration method, a measurement method, a network device and a terminal, the method comprising: configuring a target measurement gap of an aperiodic downlink positioning reference signal (PRS) or a semi-persistent downlink PRS for the terminal, the target measurement gap being an aperiodic measurement gap or a semi-persistent measurement gap.
