The method comprises: when a plurality of measurement gaps (MGs) conflict with each other in terms of time domain, a terminal device determining a priority ranking of the plurality of MGs according to association information of each MG in the plurality of MGs and/or indication information of a network device; according to the priority ranking of the plurality of MGs, determining a target MG from among the plurality of MGs; and performing measurement at the position of a conflicting time domain according to the target MG.
