Abstract:
The present invention addresses the problem of providing: a metal surface-treating agent which can form a coating film having excellent corrosion resistance and hydrophilicity in or on a surface of a metal material; a method for manufacturing a metal material with a coating film; and a metal material with a coating film, which is manufactured by the manufacturing method. A chemical substance comprising a water-soluble or water-dispersible resin (A) and a compound (B) having a nitrile group and an amino group in specified amounts can form a coating film having excellent corrosion resistance and hydrophilicity in or on a surface of a metal material, and therefore can solve the problem.
