Provided in the present application is a method for accessing a network by a terminal device. A network device broadcasts, in a broadcast message, information of a terminal device allowed to access and information of a target cell, the terminal device compares it's own information with the information, which is carried in the broadcast message, of the terminal device allowed to access, and when the two pieces of information are consistent, a network can be accurately accessed; or, when the terminal device requests to access the network, the network device carries the information of the target cell in an RRC rejection message, such that the terminal device accurately accesses the network; or, the network device notifies the terminal device, which is in a connected state, of the information of the target cell by means of an RRC reconfiguration message, such that the terminal device accurately accesses the network, thereby improving the success rate of accurately accessing the network. In addition, by means of these methods, a large amount of manual input can be reduced, and a waste of air interface resources caused by frequent access attempts of a terminal device can also be reduced.
