Provided in the embodiments of the present invention are a method and an apparatus for configuring message resources. The method comprises: on the basis of at least one of the following amounts, and by means of preset rules, configuring the frequency band resources used for sending a first type message: amount N of frequency bands configured by a first type node for sending the first type message, N being a natural number greater than or equal to 1; and amount M of first levels configured by the first node, M being a natural number greater than or equal to 1. The embodiments of the present invention solve the problem in the prior art of the messages used in an LTE/LTE-A system being unable to ensure normal access of an MTC UE to a LTE/LTE-A system after PRACH enhancement, and implement an enhanced design of messages in the LTE/LTE-A system, thereby ensuring that an MTC UE can access the LTE/LTE-A system normally.
