The present disclosure relates to an operation method for a network function in a wireless communication system, and comprises the steps of: acquiring AI/ML-related information from an AF; on the basis of the acquired AI/ML-related information, determining whether or not to perform congestion control for a first terminal; receiving an NAS message from the first terminal; and performing congestion control on the basis of the NAS message, wherein it is possible to determine whether or not to perform congestion control for the first terminal, on the basis of whether or not the first terminal participates in an AI/ML operation.
