Abstract:
A method and apparatus for establishing a QoS rule. The method comprises: a user plane network element acquiring first instruction information, wherein the first instruction information is used for instructing to trigger the establishment of a QoS rule for a QoS flow corresponding to a first service when the first service occurs; and when the first service meets a first condition, the user plane network element sending flow description information of the first service and an identifier of a first rule to a session management network element, wherein the first rule corresponds to the first instruction information, and the first rule is used for the establishment of the QoS rule. By means of the method, a user plane network element triggers, according to first instruction information, an establishment or update process of a QoS flow corresponding to a first service, so as to establish a QoS rule for the QoS flow corresponding to the first service; and the determination of whether the first service meets a first condition is added, such that signaling storms can be avoided, and thus the establishment of the QoS rule for the QoS flow corresponding to the first service is effectively triggered, thereby improving the actual service experience.
