Disclosed in the present invention are a method and apparatus for generating power by an air temperature difference. The apparatus comprises a refrigerant circulation pipe; the refrigerant circulation pipe is composed of a refrigerant liquefaction section, a refrigerant vaporization section, a vaporized refrigerant conveying section and a liquefied refrigerant conveying section; and a steam turbine generator is installed on the pipe section of the vaporized refrigerant conveying section. According to the present invention, a temperature difference between low-temperature air in high altitude and air on the ground is utilized; by means of a closed circulation system, a refrigerant absorbs heat energy of the air on the ground to be vaporized; the gaseous refrigerant enters a low-temperature air layer in the sky, and the refrigerant is liquefied by means of heat exchange and flows to a water turbine generator at a lower position to generate power; the liquid refrigerant that has passed through the water turbine generator further absorbs the heat of the air on the ground to be vaporized; and the vaporized refrigerant passes through a steam turbine generator to generate power again, and then re-enters the low-temperature air in the high altitude to be liquefied, so that closed circulating power generation is achieved.
